How did you create local admins in openfire ?
Try to clear Roaster cache and I think this articel will help you Cache Roster was full, shrinked to 90% in 0ms and this one How to configure Openfire's caches
We have had similar problem but openfire did not let everybody to sign in. So we just reinstalled it.
